Start by listing low risk items ( cheap and maybe used). At this point even if you lose little bit it's fine. Your target at this stage is to build positive selling history with both eBay and PayPal. Make sure that your buyers leave you feedback. Then after let's say 2 months you can gradually list your main items. List them at low quantity. I mean Q=1 don't make it 10 or 20 even though you have that quantity. List 1 item per week for a month. In second month you can double listings per week and so on until your account is mature and can absorbs larger selling activity.

Re: When to list certain items
Introduce them gradually to the account, start with a month of selling low risk items that cause no issues. Then introduce them.
Bear in mind a 2nd hand DVD of Forrest Gump is not going to cause as many issues as a brand new box set of season 7 Game of Thrones. Its really down to the actual items you will list, just use common sense as much as possible.
