No you shouldn't do that if it's already saying you refunded them. Maybe you aren't noticing the amount missing from your balance because the payment was already on hold. Was there a return or request open?

Alternatively are they trying to pull the refund from your bank account?

There’s nothing The buyer said that the item was broken so I went ahead on eBay and cancel the transaction and the buyer accepted. the money I transferred to my bank account yesterday because it was available im
on the 21 day hold. Nothing has been taken out of my PayPal balance

They may be trying to pull the refund amount from your bank account. If they are, make sure you have that amount available in the bank. You'd see a pending transaction for the refund amount if that's what they were trying to do though.

Do you have a cc attached? Is there a balance in the pp account to cover?
