I cant create a shipment label because I am not from USA
 

If I change the shipment country from the buyers adress I cant create the new address because they dont accept the phone number :

But whatever I tried nothing works : (424) 2499779

even if it works it does not save .... any one know how to contact ebay via EMAIL ?

You need to have USA address. Click "Change" to create new address or select an already added USA address.

You'll need to use a different shipping company. Use one like UPS or Fedex instead. The inability to print USPS labels from outside of USA has been a problem for international sellers for years.

have you tried going to USPS.com and see if you can print a shipping label?

You cannot. Chinese sellers have been dealing with this problem for a decade now. Using a shipping company that operates in both countries is the only option.

The only way it could work is if OP has a USA address they can use for the return address. Then they would be able to print a return label from USPS.com to a PDF file, to be emailed to the customer. There's your options, OP.

if they dont have one,they can make one up and take a chance if undelivered,they will lose the merchandise
