Ebay new return policy?

Hey guys I didn't know this but recently I had someone return an item from my listing. Ebay is now asking me how much I wanna refund them.. Was this a thing? I don't have any returns normally and it's been so long since someone returned something from my listings.. I thought ebay just automatically gave them a full refund as soon as tracking shows that it made it back to the seller...

ebay will do so,if you agree to her return and tracking shows it has been delivered,I believe ebAY will do so after or on the third day
