Can't add automatic payment to eBay

Cannot pay fees because of it keeps saying " Your card was declined. Try a different card". Is it because I have a different billing address, I don't really get what's happening. I can't even add my debit or bank account to my PayPal. This is getting real frustrating if I have to start over everything.

What card are you adding? We use vcc to get around the billing address issue with real cards...

You're best just using Paypal as your automatic payment method anyway.
