Password manager for multiple ebay and pc user accounts?

I am wondering if any password management software can save passwords across multiple user accounts but also for multiple ebay and paypal accounts?

Would it differentiate between each ebay /paypal account username/password?

No I want something that can securely save and store passwords across multiple windows user accounts. I know there are many password managers but not sure if they are able to save multiple ebay logins accross different user accounts

across multiple windows user accounts - that's the issue...I don't use an app for this, just old school tracking

For security reasons, I don't use any password manager apps.
I saved them on my pendrive in a notepad/excel.
