If you use the same IP address, yes. If you use a different IP address, no.

That will work to clear your browser fingerprint (their are less extreme ways to achieve this)

Before you do check what you visible IP address is (just google “what’s my ip”) make a note of it and reset your router. You need to check that the IP has changed

IP will be different. I change IP address every time and it works fine already 3 years.

No, if you format your machine and do a clean install your machine cannot be recognised as one previously used.

Just to clear the air in case you are uber paranoid and think eBay can read your hardware serial numbers.

The answer is NO. They cannot.

The most they can see is how your browser is configured, screen resolution, fonts, IP geo location, and a few other things specific to your browser/user agent.

It's been debated if eBay even uses browser canvas fingerprinting, and even if they did it's not been proven that is one of the factors they use to link accounts.

Just be sure you are properly applying your stealth techniques and keeping your user profiles separate for each account. Sometimes we make mistakes and inadvertently mix up account data from one profile to another. Trust me on this. When I was getting started trying to juggle more than a few accounts, it became easier to make mistakes. I made a lot of them.

Be absolutely sure your browser cookies are not being shared, your IP's are separate, and your browser setup is not leaking some unique details (such as WebRTC). Since you are already familiar with a VM, I suggest you start using it.
