I use a usb cable to tether my phone to my PC which is basically the same thing. To get a Fresh IP i just go onto airplane mode and then go off. also i cant open up many stealth accounts as i am under 18 and banks dont allow me to open up sub accounts.

it seems like google voice or maybe your reusing ips from old banned accounts that's all i can think of but i haven't had any issues lately so its something in your setup.
