what is the alternative of stealth account USA for international users?

as we know it is impossible to work with a USA stealth account if you are an internationnal user, since paypal requests the SSN ....
My questions, can we work with UK's Stealth account as an international user? if not, which country can we choose to work with stealth account and who already has suppliers?

I've been using my PH eBay account to sell globally/internationally without issues.
You can sell on US and UK without problems.
It's hard to run USA accounts if you don't have bank accounts, SSN, etc.
While with PH PP accounts, you are allowed to withdraw through a VCC.
