US Ebay+paypal,but im from europe!

Hello guys!!!i have US ebay+USpaypal fully verified,but im from europe,please advice how to use this correctly,i want to get Ip adress,but im gonna sell from my country ,and ship as well from my country...
New ip should be from my country?or US?
And when i ship the item is it ok to mention from where?

I put friends in quotes the first time since the OP is possibly using a stolen SSN/etc. How likely is it that somebody in the USA let somebody out of the country use their SSN and bank account..
