Ebay API Terms Change

Many dropshippers are claiming Ebay has changed their terms of conditions to disallow the following:
1) revision of prices
2) automatic uploading of tracking information

Can anyone point me to the API agreement where this is mentioned?

There were a bunch of them banned about a year ago for exactly this, they were using Skugrid.

It is in there somewhere regarding the api

Dropshipping from retailers/marketplaces is not allowed, they are sort of cracking down on it.
