Ebay selling privileges limited, for small infraction. Can I call in?
 

Is it possible to call a certain number, or at a certain time of day, where I might get better results with a rep in the US who can review it and remove a restriction? When I'd be more likely to get a representative that's in the USA?

Well, unfortunately those 3 unshipped orders that were auto refunded likely did trigger this restriction.

Of course, $h*t happens, and your 9 day stay in the hospital was bad enough. Unfortunately eBay could care less. Maybe you can give eBay a call and explain the situation? If this is your personal account (not stealth) you definitely have not much to lose, and offer to show eBay proof of your hospitalization. A sympathetic rep just might fix things up so you don't have to provide all that info.

Thanks! Is there any special number, department, or time of day where I have the best chances at getting a rep in the USA or who can actually do something for me?

You can try to call in OP - don't give the hospital excuse as eb has heard this numerous times regardless of the truth. Be professional and negotiate
