Did It never happen to you that a buyer with 0 feedback and recently joined buy big quantity and After few days open a dispute on PayPal of item not received ?
This matter I can only think Is scam so also eBay and pp are aware of It Is It. I mean even if the tracking Number provided not showm signed but just delivered the vendor must win the dispute

a person can have multiple IDs,for buyin,for selling,for browsing,for chatting.
just because he has zero feedback does not mean he just join.
seller should protect himself by using commercial carrier with tracking,if 750 or more,signed for
Nothing will protect you for item not as described if he said you sent him a piece of rock,

You have higher chances of winning Item Not Received Disputes when you provide Tracking Number.
But the worst case scenario, he/she will open a dispute to the card issuer, in which case-most of the time you'll ended up losing and be automatically debited in favor of the buyer.

For the high value items I sell, I do not allow buyers with less than 10 feedbacks. This is in bold type in my product description. In the event I still get a buyer with less than 10 feedbacks or one I am not comfortable selling to, I cancel the sale.

You see if have 0 feedback and the date of opening this account Is very recent and buy a good value of stuff ,this address Is far from and after few days open a dispute on PayPal of item not received without sending a message or nothing ,Is probably One Is trying to set up a scam
