People use promoted to be #1 best match, and #1 at top of under price + shipping lowest.

But yeah, this sucks. Then again it should lower promote rates, no reason for me to pay 8% fees on 10 accounts, i've already backed it off a bunch now, i just go really high on one account so it's #1 or close.
