Can you confirm that this July 15 deadline truly applies for ALL USA ebay Accounts?

I would think not. None of my stealth accounts recieved an invitation, and I'm looking forward to testing this out, so hoping that one day I'll get the invite.

But thats wishful thinking, I guess I should rephrase to: I wish I get it when im prepared.

Thinking of possibly making some stealths just to try and overcome this obstacle.

Once you have successfully registered for MP,

Is the only way to withdraw your funds from ebays MP only via bank transfer?

Or can you send those funds in your ebay MP elsewhere such as paypal?
