Multiple PayPal account with one eBay store
 

Can I only use the PayPal account to take only up to 200 transaction then dump it and make new one and link to same Ebay store? Would my Ebay account be safe?

No....

and don't be a bad apple that ruins it for everyone.
Paypal will look at you, nuke your business then put in place some BS system to make it hard for us who don't even abuse the system.

you can do it as long as none of these Paypal accounts is suspended,otherwise,Paypal would be able to link these accounts which share the same Ebay account.
It is 200 transactions AND $20,000 ,Paypal could ask you for your SSN before you reach that threshold

Yes. This is exactly what I'm asking. So I can't verify the SSN when transactions reach or close to the threshold. What I was thinking is would it he possible only to use the PayPal account up till like 150 transactions with around $6,000 then just get new phone number and new IP to register for a brand new PayPal and link to the old eBay.

WE ARE allowed 2 Paypal accounts per person.
You can open many paypal accounts with different name,address etc but without SSN,all you can do is withdraw to a bank account,since you cannot use the same bank account so you would need new bank accounts.
There is no way to tell when PAYPAL would ask for SSN or ID/dcouments like passport,vendor invoice etc.

exactly, they could be asking for IDs even before you hit the limit, especially if you are selling a high risk items
