e**bay says PP* mail not connected to PP**account

One of my stealth eBays has been suspended but the PP* attached to it is ok. I am now trying to connect the PP* to an older eBay but when I try to list an item i receive a message from e*Bay that says: this e-mail is not connected to a PP** account, but it actually is connected. Has anyone had this issue? Any suggestions for fixing this?

Ebay recognises this Paypal account is linked to the suspended Ebay account,so your current Ebay account would be suspended as well.

I have done this before many times and it worked out fine, but it seems that they have changed some stuff lately and I am trying to figure this out.

create a stealth account rather than connecting that one
