Do Vcc's no longer work?

Do VCC's no longer work on eBay as the automatic payment method?

I've been trying since Tuesday to connect one and everyone I've got an error message.

I've tried using multiple and even tried an old one that worked on another account.
But now their all saying "Double-check the card number"
I made a new eBay account with my real details and added my card to that without any issues.
So I'm only getting this error message when trying to add a vcc.

Could be due to the specific BIN number of the card you're using - perhaps that set is flagged.
