Are prepaid cards not working on eBay anymore?

I've created 3 stealth buyer accounts, and bought 3 $50 cards
Bluebird and 2 serve.
I try to pay and it just pops up for another card to enter.

This used to always work for me, any suggestions

You need to add your VCC to proceed with the purchase.
Its happening randomly on new accounts.
