Paypal account with Country A and eBay with Country B

If an eBay account is from one country, I can add a PayPal account from another country with different information such as name, address, email
country ... there are old posts but they are not as accurate as my question and I would also like to have new answers.

It's not as complicated as you're probably thinking it is.

There is a guy in Canada who shipped from USA(probably dropshipping),when his buyer files a INAD with Paypal,Paypal asked him to return the item to Canada.

With Paypal,seller cant send an US shipping label,the buyer will lose buyer protection.
Unless this Canadian seller will relist the item from Canada or he has to pay shipping to return the item to his US dropshipper.
If buyer files a case with Ebay,then it is different.
