No, it's not because you are using a proxy, that error is because they flagged your bank. I mean the bot did.

You said you are traveling outside of USA right now, you definitely cannot login from that area IP, you'll get shut down by paypal fast.

My suggestion is to get a CS on the phone until they manually withdraw the money to your bank account. OR wait 5-7 days and see if that bot stop flagging your bank account.
