My Ebay keeps getting suspended

Does Ebay ban you by IP Address/ Full Name / PayPal name ?
It's really annoying that everytime I make a new account, it keep getting suspended within the first listing.

Question is:
1. How to use Stealth Account safely (I intend to buy one once I fully understand it)
2. I'm selling digital goods (account & themes)
