90 days after first sale generally good to sell in other countries?

Is 90 days past the original first sale generally a good time to start selling in other countries? I've tried it before earlier but I got suspended not too long after, such as ebay requesting for more information such as invoices and such. Were these just to get rid of me or does this happen if I start selling past 90 days as well?
