Appeal refused - no tracking supplied. In 10 years on Ebay have not come across this before. Item was posted by ordinary mail due to low value. No explanation from Ebay or buyer.

sad but true,but if a buyer does it too many times,he would be a hazard to Ebay seller community and his buying privilege would be suspended.

NO tracking?? That's a huge mistake.
You NEED tracking at the very least.

Even if they didn't change the address, they could open a case, and they'd still win. While ebay is biased towards buyers, THIS is not an example of that. I'm shocked that in 10 years, this is your first experience with a very common ebay policy.

How would you know they have changed address after purchasing?
I do not suppose eBay / PayPal can update notification e-mail after delivery into your mail system.
Is it possible this customer has differing addresses on eBay and Paypal and you had unwittingly copied the eBay address when you sent the item?

We are lucky here n the USA where the very vast majority of shipping has tracking and if it shows delivered then eBay is 100% on your side. I do not know about Australia, UK sellers send out a lot untracked as they are not bound by weight but physical size of package.
If its a cheap product swallow it as the cost of doing business and if its expensive use tracking and anything very expensive get it signed for.
