Phone verification and SIM card

Hi,

Im located in USA
I was wondering which phone service / phone combo is the cheapest and allows me to switch through numerous simcards without having to call in for each simcard.

I have had a very stressful time with tracfone, they always required me to call in after each sim card was replaced in the phone.

any advice/insight is appreciated
