At most, the rest are sometimes willing to do stupid things. Or maybe not willing, but too stupid to know better, and I've been able to get away with some things. But if you have an actual problem, they are next to useless. I hate how they repeat everything you say over and over again.

Ebay uses stay home moms ,so you could get a US rep after office hours.
Ebay reps are better than Paypal reps.
Blame it on US high school,anything which has to do $$,banks,math,they are sub par compared to other countries

I really don't think you understand WHY there is a difference in education between countries. Maybe look into places in Europe, and what they do with kids that are better off in non stem fields. Those countries overall tests are better, because unlike them, America teaches EVERYONE, and wants everyone to graduate. Not even going to get into what happens when a country has 10,000,000's of new people that don't speak English, being inserted into English only schools.

It has been my own observation,American kids,(girls) are not good at math,I am not talking about physics,calculus or nuclear physics,I am talking splitting a restaurant bill without using APPs,or as check out clerks in stores,while the Asian (Chinese and Indians) are better.
Some of the math teachers in high schools agree,but then some are biased,they are Iranians(Persians) and math is their first language.

That has nothing to do with Our schools, and more to do with Asians extremely strict parents. You'll get the same results with Asians in America, especially 1st/2nd gen. It's the people, not the schools.

Most of the customer support is on the west coast and the mid west, you are looking at after 6pm PST or 9pm EST the Philippine customer service reps will be operating.

I doubt it,math is math,it has to do with certain part of our brain,some are quick in numbers,some are good with music,some are athletic,
But someone once said girls play dumb so boys want to ask her for a date?

about a %30 success rate. usually get 7 dead out of 10.. and the typical response is this

Beginning to think calling is better contacting on twitter has not been good lately, i called last night and the lady couldn't get database questions.. so she said do you have a paypal? and i said yes, and gave it to her, she said we can use that to verify, so she went away and then came back and said it was reinstated.

How was it reinstated? By having a verified PayPal account? Verified as in bank account verified and everything? Also what was the limit to your account? Was it the 1000/25000?
