You can use mobile Internet which gives you a maximum range of IP addresses.

But if you insist on using VPN good luck to you

its better to use a VPN because you get a Static IP address, mobile hotspot will keep giving you new IP addresses which eBay doesn't like, obviously it's suspicious.

A huge amount of people use Ebay with mobile Internet in UK. Some people don't even have a fixed Internet connection
