Can somebody explain me if we are from europe we can sell only in EU.
does it matter to Ebay?
is it like that?

No, you can sell on any platform really. But your default will be EU.

so if i sell for example in europe and decide to sell in germany i have to translate my pages in german?

eBay translates everything automatically, although the translation isn't always the best :\
