Can't call eBay from certain phone numbers

Have you guys noticed since 2 months ago sometimes when you call in the message was something like : "eBay is undergoing maintenance, pls try again later" ?

I know it's not true, since other number would go through and some won't even after a few weeks.

Yes when I call eBay in USA there is this message .for me I try dial the number few times and after i get the line

I've never seen this. I call them 2-4x a day and no issues at all.

Hmm... these are for new accounts. Old accounts are fine.

I wonder if it's the type of phone perhaps
