Are the vcc sold in this forum can be used for withdrawals and payments? Cause I need a vcc for ebay fees and vcc for withdrawals in paypal? Thanks in advance...

The VCCs that you purchasing here are meant to verify your PP account. Not withdrawal money. you will have to find a vendor who offers withdrawal VCCs but per my check, no one here offers such services.
