Can I use my SSN that is associated with a suspended ebay account since I will just be using SSN for a paypal account- given I will use a nickname in creating the ebay account and my real name in paypal would that work? Looking forward to your thoughts and suggestions.

Doubtful.
They verify the SSN you provide against the name, DONB and address - which means they will link it to your other suspended accounts if you used your address and name on it.
