I am a bit confused can anyone clearly explain how account rotation works since some says the SSN request comes after $400 sales $600 sales or $999 sales however the stealth guide says just don't reach above $15k a year sales. I am wanting to get through this since the EIN option won't work for me. Cause creating an LLC is so expensive.. or can you tell me otherwise.

No one can tell you anything for sure. That is how stealth works, always changing, always different.

I don't get SSN requests until 200 items sold normally.

what will you do if you somehow get an SSN request from paypal?

how will you create one or will you simply create another ebay account?

You have two options:
Quit selling on the account immediately and do not take another penny of payments into the PayPal account. Just put it on the back burner and start up again next year.
Upgrade PayPal to business account and add an EIN. You then can run it all year, take your 1099k and pay taxes.
