Change IP on Dynamic router and new user on mac book

Hi

Just checking if I change IP on Dynamic router by turning it off and on. Also set up a new user on mac book will that be enough so ebay cant link me ?

In addition for paypal I want to add a email on the same paypal account.

The first steps are good for stealth OP - adding an e-mail to the pp account creates a logical link however so not "new" there
