This seems to block buyers who already bought from me, I want to block everybody from buying more than 10 items at once. Is that possible?

Yes. Follow the directions in the picture. Mine is setup to allow 1 per person.

Sometimes 2, if I'm feeling generous.

That photo doesn't look like it limits the units per order... just says how many units a buyer can get every 10 days. I don't want to limit a customer from ordering multiple items, just 1 unit per listing, each order..

I could have worded myself to where it doesn't seem like I'm continuing the conversation of the OP but I didn't care to, I've had the same question for probably over a year now.

Do you have a bunch of listings, and people often buy different items at once from you? If not, this is the solution.

Some items I like to have throttled, like you can do on amazon but I guess it will never happen

Throttle it through the number of available listings. Sometimes, for certain products, I keep the quantity at 1. Items sells, change it back to 1. Repeat.
