Verizon Mobile Hotspot / Jetpack Mifi?

I just purchase a Verizon Jetpack for $12 on eBay but I do not have a sim card or a plan with Verizon and I'm a bit confused on what I should do from here. Do I need to contact Verizon for a sim card? How do I pay for the service? Thanks!
