someone bought a steath account with SSN,it turns out this person owes IRS money,so IRS moves in and take whatever he has in his Paypal account,IRS does not have to go to court to seize the fund.

you dont want other people's SSN,if the person finds out,he could raise hell .
some folks left the country with no intention of returning to take up permanent residence,but if he ever visits USA,US customs would see he owes IRS money.
