Selling from RUS, and eBay Rules

1. If I buy UK selling acc, can I selling my stuff from Russia?
2. Can I use in UK paypal Rus CC?
3. Do I need to make a call after purchasing an account? Or can I work under any IP without fear of blocking?
3.1. smoothly moving into the main question. What is their overall policy?
