Can I create more than 2 PayPal accounts if I am not confirming the address?

Can I create more than 2 PayPal accounts on the same name and the same address, but if I am not sending them an address confirmation?

I do not need PayPal accounts for transactions, I need them only for accounts creation in eBay.

If I create more than 2 PayPal accounts on my name can it affect my main PayPal account which I'm using for transactions?

I actually created new PayPal account today on a ⊗⊗⊗⊗ name. I linked one of my vcc for this account and in billing address of this cards I just put random address. But it worked, PayPal let me to linked this card.

And when I created the new eBay account. I was trying to link my new PayPal account to this eBay account but in order to verify my PayPal account eBay asked me to link my bank account to my PayPal account? Why? Because last week when I was creating eBay account, they let me add my PayPal account without bank account. And finally after a couple of minutes my eBay account was suspended. Where did I make the mistake? Maybe because I linked my vcc to PayPal and put the ⊗⊗⊗⊗ billing address? When I was creating eBay and PayPal account I used proxies.
