Help Needed for a Newbie
 
After I created an ebay account, how can i check the selling limit I got for this account? It seems I have to list 1st item to see it. But you guys said new account should be aged for some days before listing the first item.

go to my ebay->selling there you should see your selling limits

List a used household item for $2, as an auction then remove the listing as soon as you see the limits which should be immediate anyway.

If your limit is 0/00 you'd be prevented from successfully listing anything and you'd be shown your allowance.

Sometime in 2015, I was creating a listing on a new account and I could not see the allowance.
I can't remember why, but I entered 100 as quantity for a small value item.
It went through but when I checked my listing limits, it was 10/£650.

I've not tried to replicate that, but while that is 100% sure to fail if you tried it now, I wonder if that helps you display your allowance without actually listing anything. Be mindful of the risks though.

Account sellers here are pretty knowledgeable with all things eBay. Someone may come along and help you out.
