I want to buy an ebay seller verified account linked to to a verified paypal.
I need your advice:
What is better for me? buy a US account or a UK account?
What kind of verification should I look for according to ebay account and paypal account?
What is the best solution to not be detected I am from Tunisia?
How can I withdraw money from paypal?
what happens if Vcc expires?
should I need a bank account attached to paypal or it is not necessary?

Make a website and "buy" stuff using your PayPal maybe? At your own risk I haven't tried this.

Make a new VCC if it's required

depends on what you need, how much you plan to sell etc.
I suggest visit all the account seller's and message the ones that interest you and ask questions so they can recommend you what they think will be good for you
