eBay Suspended & PayPal Limited Forums - Selling Windows 10 keys on eBay

Hi, I know there were many threads regarding sales of windows activation keys on eBay.
This one is a little bit different. It is a question for everyone.
As we know if we will list the Windows 10 key, the listing will be taken down due VeRO or even your account will get suspended.
Now I am monitoring one seller who sells keys already for a year, YES, he's listing is active already for a YEAR, 31000+ keys sold!
And it's not taken down.
That's the question - why?
Maybe someone here is experienced and could explain why this listing isn't taken down? It is obvious that those keys are cracked/illegal as they sell them just for 6$.

I don't think someone who is successful at selling this risky item is going to share how...just saying not to keep high expectations....

Plenty of examples of people selling things that others cannot,
i get some nasty messages from sellers who have been banned for selling what i sell threatening to report me blah blah.
Had the same person message me on many of my accounts if they cant sell it they make it their mission to get everyone banned who sells it.......

i think they bought the seller agreement from Microsoft so they are selling windows keys without any problem
