Default 50 mile rule... real?

Good evening everyone. I am getting ready to purchase my first stealth ebay account with UK paypal. I am curious though. I have heard that your Dedicated IP address needs to be within 50 miles of the address that was used to register the ebay and paypal account. Is this true?

There is some anecdotal evidence that this is true - but no actual evidence

Is this something any of you actually worry about? Or will there really be much of an issue with a Dallas IP and Denver location?
