buyer non payment and feedback question

Hey,
Quick question for UK ebay.

If a buyer bids and wins, but doesn't pay, can they still leave feedback (negs)?

I would prefer to cancel the transaction now and offer to the second highest bidder.

thanks for the reply. I don't really want to sell to this person. They aren't answering messages and their feedback shows issues too.
If I open a NPB, it still gives an option for them to pay... mm decisions...
