Yes, but certainly not how you imagine it.
If you register a new company, ebay will run a check on the directors and their IDs at some point. If the director(s) had been suspended on eBay in the past, the account would be suspended.
You can use a nominee director who has never been on eBay, but you're going to run face-first into a brick wall sooner or later: Your business bank account must be primarily controlled by the nominee director, otherwise no bank will have you.
Furthermore, a court recently ruled that nominee directors are legally responsible/liable for the company they represent so if you, the real owner commits fraud, the nominee director goes to prison.
Now where can you find a nominee director who:
A. Is willing to go to prison for you.
B. Has never been on eBay / PayPal or is willing to give both up for you.
C. Is happy to pay class 2 and 4 NIC
D. Will take the risk of opening a business bank account with overdraft facility and hand you everything.
E. Is happy to chase you up every month to refund him or her the excess PAYE tax that would be deducted from their wages every month after the first tax year.
F. Is willing to give up any benefit payments they have, just for you.
There are ways about it so that you can get as many LTDs as you wish and eBay / Amazon would never have a clue, but it is a complex minefield, and no one here will tell you how.
If stealth goes south with managed payments, any accounts offered on the marketplace will be built on a similar foundation and would cost a fortune.
You can imagine why this information cannot be shared.
