in your old paypal account, you got to do this BEFORE you use it with your new ebay.
first day: change email address and don't delete current email just yet!
come back three days later, and add new verified phone number.
come back three days later, and delete old email address
come back another three days later, and delete old phone number.
do NOT delete physical address.
login to your paypal address, and go to your authorized payment link, and cancel or remove anything that has direct authorization with ebay, like shipping labels, payments, etc.
cancel all that clean!

at this point you had to have a new IP address!
wait 48 hours, then go to you ebay and put in the NEW paypal's email address.
yes! you can do it. i've done it before. i've been using a paypal account purchased from @slokor three years ago, i think, and had used the same paypal account with many different ebay accounts but NOT at the same time.
