Is eBay in country A different than countryB account reinstated in 3 days old account

Hi there, I was suspended in the UK, now I am living in France and I have opened one account on Wednesday with my real name et some change in my first name, today the account was suspended and I have contacted them to know the reason, they have requested not scanned ID and proof of address and every thing is fine now,
Is eBay different in every country?
