Ebay SMS phone verifcation error

When ever I make an ebay seller account and add phone number to verify sms, it gives me this error "We cannot verify your identity. For more information please contact customer services." I've isolated the problem and found that it was a sms issue because I ran different tests with paypal accounts, addresses, IP and they worked but once it's time to verify with sms it gives me this dreaded error.

Has anyone else ran into this problem? How did you solve it?

I've been making new accounts since 2018 and this is the first time something like this happens and I haven't been able to resolve it since last month.

Yes, I have the same issue but I have noticed that the problem only occurs on personal ebay account rather then business one. I use o2 or Three phone numbers brand new.

You using phone numbers from the country your making the account in?
You cant use german number to verify co.uk account.
You get verify error after first listing sms verification.
You need Uk number for co.uk or german number for .de ebay
