Will eBay know if I use the same PayPal account, just with a different email address on the account? E.g. if I add a new email to my PayPal can I use that?

They will know that very easily.
Every paypal account has a unique Merchant ID, and you cannot change that.

Some time ago, i created an eb account using an old pp account linked to an eb suspended account. New eb account was suspended as well, then i contacted customer support looking for clues about suspension and they asked me for ID and billing proof. They didn't mention nothing about pp linked through both eb accounts. Previouslly i unlinked pp from eb suspended account, changed email, changed phone, wait a few days and finally linked it to new eb account. Important to mention: this pp account is an established and strong account with legit info, remember i didn't know nothing about stealth. May be Eb customer support are luring me to collect all info they can get from me and finally change status to indefinately suspended.

Sadly, eb can still see the old use of pp for other eb accounts if they want to do deeper checks

you can still use the same paypal account on a different ebay account. just make sure you remove any links from previous account in paypal, like automated payments, bills, etc. change the main email address, and phone number ONE at a time, and ONCE three days in between the changes.
i've done this before i know it works. also... make sure you are using a different IP and when you make the changes on paypal please... use the new ip address. so you got to make sure everything matches here and there.

Sometimes it works when you recycle a PayPal account on eBay.
The reasons you listed above help, but they do not keep eBay from knowing exactly what eBay account the aforementioned PayPal account was connected to. I think what makes it successful (whenever it is) is the steps you take to evade getting flagged.
