ebay vcc vs vcc

Is there any benefit of using an ebay vcc over connecting to Paypal for automatic payment when first creating the account? Just curious on why ebay vcc is used when creating accounts instead of simply linking your Paypal and then choosing the vcc through paying fir automatic payment.

Actually it is better to use PayPal as eBay always asks me to have a verified paypal linked before they unsuspend me after the first listing suspension.
