My account has not been suspended, but there is Selling limited is zero

Because I violated some rules of some categories, the sales limit was reduced to 0, but the account was not suspended. Is it possible for me to resume the sales limit now

That's pretty much them telling you you are suspended.

See if it comes back in a month though

They told me that my account could be used to buy things as a buyer,

I would put the account to one side and then in a few months see if you can get your selling limits restored
